Tianjin Case Pavilion
Tianjin’s Huaming model town has a planned construction area of 4,100,000 square metres, with planned population of over 80,000. The project is divided into three functional areas, including farmer placement area , new resident placement area, and commercial area. Land transfer and commercial areas takes up 287 acres, and was implemented after the planning of the land was approved and the land underwent auction and bidding in 2008. Among all, farmer placement area takes up 233.3 acres with construction area of 1,520,000 square metres. Daylight ratio reached 1.6 and green rate exceeds 45%. Farmer placement area began in March 2006 and was finished in August 2007. After its completion, 13,000 families with 41,063 people have moved in.
Huaming model town’s construction is based on the principles of scientific planning, thrift construction, energy-saving ecological community. The town has complete roads and greenery system.
A horizontal axis (with leisure greenery zone): maintains original ridges and trees and is widened to 25 meters where leisure infrastructure is installed for residents’ walks, and exercising.
A vertical axis (shared green axis): connects central greenery zones of each community to form a shared green axis where community centre (community service management, convenience store, clinic, elderly activity room and infant care, etc) and related services are set up for each resident’s convenience.
A centralized service district: contains leisure commercial street, primary and junior high school, farmer training school, clinic, fire station, garbage station, citizen park and plaza. These provide migrated farmers education, training, employment, consumption, leisure, and other services, and make Huaming town farmers directly enjoy the conveniences of city life.
Tianjin Huaming model town is the only rural-themed case in the Expo Urban Best Practice zone, and will show the world that charm of this model town.
The “Three Rurals” problem is the overarching and fundamental problem in the modernization process of China. The key to tackle to task is to solve the “Agriculture, Village and FarmersIssue.” Tianjin Huaming model town explored an effective small town development model through “house exchange” system. Altogether 40,000 farmers in 12 villages moved in new towns with ecological and comfortable houses. It increases employment channels and improved public services to provide farmers a quality life with rich culture and social services. Huaming model town’s significance is not only to fundamentally change the life of 40,000 farmers, but to make itself into a replicable model for more villages in China to learn. It also provides a “specimen” for the world.
